Imo.. Best bot server is The Realm..No one really plays there but thats fine (less competition once you get to Emp. Ssra+) it's just like Peq other then the raid of bots
You do have to do quests to have more bots until you have your own raid. Mostly make tradeskill items which helps anyways if you plan on giving your bots ornate and elemental armors. On that point thats the only thing I can think thats custom Bor Warhammer in PoT can craft all classes ornate/elemental for you.
Alakamin had a bot server with fabled items not mobs..iirc kinda made it really easy.
