Forgot you will also need this in your jail host's /etc/sysctl.conf
Code:
#For EQEmu
kern.ipc.shmall=65536
kern.ipc.shmmax=134217728
#For EQEmu in a jail
security.jail.sysvipc_allowed=1
Reboot or use sysctl as necessary.
