Its because they don't have factions, the DB you downloaded is peq and they aren't up to the expansion that Valdeholm is in, whereas crypt of decay is alot older and this supprted. There is alot more work to make zones functional than just collecting packets.
The map files are only for line of sight and stuff(the mobs will con kos but not attack, not con indiff if they are supposed to be KoS), for the newer expansions you will have to make them yourself with azone as the map repository is full and thus no more are being uploaded to it(last I checked).
