The current version of SoD (Underfoot) on Steam doesn't download some files, Huppy mentions a few in this thread:

But there are some others, definitely postorms.s3d is missing, and I think bothunder.s3d and one of the qvic zones and one or more of the gequip files. dbstr_us.txt is also incomplete.
Whether this was a mistake or deliberate by SOE, your only option is to copy the missing files from another version of the client.
