You should also be able to do so from within the game using "alt+o", choosing the display tab, clicking on Video Modes button, and then picking your new resolution and clicking accept.
One thing to note is that the Refresh Rate and Bit Depth cannot be changed while in windowed mode and will simply run at whatever your desktop refresh rate and bit depth are.
