You can set the default status in your eqemu_config.xml to 0
You can also check through the commands table in which you can set a
minimum status to use each gm command. I have all of mine set to 255
except for #bot, I set that to 0 to enable players to create and spawn bots.
You might want to go through the rule_values and look at each of those
settings, as well.
