I found if I had spells memmed (or maybe even just scribed) from an old spell list, then changing my spell list (by exporting a modified one), I wasn't able to cast any spells. When I created a new char, the problem went away.
Also, check that the map files exist on your server. I think that can cause spells to not be castable.
