That is usually a user rights problems. In Vista and Windows 7 the User Access Control (UAC) will cause this problem if it is set wrong. Also installing Everquest in the wrong directory can cause the same problem. The incorrect directory issue is more common on a 64 bit operating systems as people tend not to know the difference between C:\Program Files and C:\Program Files (x86) and that causes problems.
