Try the #help command and you should see a list you have available. As long as your account is set to 255 status, you should have access to all commands. You can also search the commands by using "#help <keyword>" where keyword will find any matches that fit from the #help output.
As for setting custom settings like exp rate, you can do that in your rule_values table.
