Well, I fixed it while looking at another problem. Apparently, even though I have ports manually set in my launcher_zones table in my database, it is using the default port assignments from eqemu_config.xml. Well, since that was left at default, it was trying to use 7000 to 7100. I changed it to range between 7050 and 7300. All 131 zones are up and running fine now.
