You have an invalid GlobalLoad entry. It has to be something similar to this:
1,1,TFFFE,treetest_chr,Loading Character Equipment Files
As far as I am aware, the 1,1 means EQ will load it in the first stage of loading materials
The second 1 designates that EQ cannot run without the file.
TFFFE means it is equipment being loaded.
TFFFC means that it is a character being loaded.
The fourth argument is the filename. (without s3d or eqg)
The fifth is the text for the loading screen displayed when the file is being processed.
