It sounds like your most likely issue is packet loss. There may be some suggestions in the FAQ in my sig to help. I am guessing you are using wireless connections for the PCs in your house, which often has considerable more packet loss than being hard wired to your router. I would suggest maybe trying to hard-wire your PC/laptop to your router or modem and see if that helps. Other than that, you might try replacing your router and/or modem with a newer model. Some ISPs have changed their DOCSIS to use version 3.0, and if your modem does not support that, it can definitely have issues like that.
Last, you can always try to troubleshoot the issue with your ISP, but good luck with that unless you know networking fairly well and can prove there is an issue with their service. You can try running a continuous ping to eqemulator.org from your command line prompt on your PC and see if you are dropping any packets.
