I had the same issue recently with my login server, the fix was changing the setting for connection to the DB in the config file from localhost to 127.0.0.1. Windows Server 2008 R2 at least, does auto DNS resolution and pinging localhost gives ::1: rather than 127.0.0.1 unless you force it in the hosts file.
