I am in the same boat as you are. I started working on a server to emulate WoW but in the end it was too much of a burden to start zones from scratch in addition to making too many client modifications that I was told may lead to a C&D letter from SOE. So I've teamed up with another board member and I'm working on a progression server idea now. It's the World of WarQuest server on the list that I will change as soon as they fix the WS modification link here.
I say your idea of a server is good and you should do it regardless of what people here think. Most of the fun of running a server is being able to do the coding for personal satisfaction.
