As far as I know you'd have to edit some of the data in the WLD to make it count as an alternate texture/head for the gnome citizen model to make it work. Probably doable. There's a whole model for it (and one for a dwarf king in the kaladim files, I think) -- the client just doesn't bother assigning an ID to the unusual 2-letter model identifier it has (CL, in this case).
