Well, I finally got it to work. Here's how I succeeded in case this happens to anyone else.
First off, I decided I'd done nothing else but try get EQ to work, so maybe things went wrong how I installed it.
Re-installed Vista.
Installed device drivers for motherboard etc.
Installed graphics card drivers.
Installed Service Packs.
Installed redist of direct X 9.0c
So, figured then the only difference between PC 1 and PC 2, was PC 2 had a copy of Titanium installed from the CDs (which I'd lost).
I found a torrent, downloaded the CDs and reinstalled EQ using the disks.
Tried titanium EQ install. Worked OK - got to server select screen - this was a step forward.
Could not connect to my normal server (probably due to spell files or something).
Copied over the underfoot installation from PC 2 to PC 1, and tried again. Voila! Working perfectly fine now.
I assume that just downloading the client from Sony (for live EQ version) which also failed to go past server select, was failing because of one of two reasons.
I installed the Direct X 9.0c in a different order to before or Installing EQ from the CDs does something that the downloader doesn't do.
Hope no one else has to go through the same rubbish, but if they do, try the above!
