There are a number of ways to make an NPC weak/strong verse a melee skill type.

Via quest ModSkillDmgTaken(skillid, amount)
Via spell effects - SE_SkillDamageTaken 197
Via the table npc_spells_effects - using SE_SkillDamgeTaken
