I agree with image for the qeynos and freeport, sounds totally awesome. For weapons i suggest maybe auto generate, like have only like fine steel weps, or have like ykesha's and club of ykesha, stuff like that.
BTW the zone you posted pics on, that could be the zone also, but i like the qey/freport idea a bit more.
