Soooo...had to run an errand, stopped in at best buy and downloaded the installer with no issues over their wifi on my phone
Only thing I can think is since I have to use a phone as a hot-spot it was causing issues. Will start the install process and see how it goes. If I run into similar symptoms getting additional files I'll assume connection and go someplace I can borrow some high-speed.
