I was on a server a while ago, and I could get the elevator to go up by clicking on the rock (no key needed), but I couldn't make it go down. But what I did, was looked at the /loc, did the #goto command and just changed the last number to negative and that brought me down. Then to get back up (couldn't get it to go up from bottom), just do the same thing except make the last number positive.
