GMs/guides (and us) can only use models available to them for that zone, or those that are in the global model file.
You can become Innoruuk in any zone becauase he is in the global model file.
You can't become Fennin Ro unless you are in pofire because he is only found in the zone model file for pofire, not the global model file.
If the client can't display a model because its not in the global file or is not in the current zone file, it will display as a human.
