Is there a way to set a mob's faction with eqadmin or with in game commands for that matter? Please be specific :P

I'm trying to make a zone with a leader that people have to kill for a quest item, but I don't want people to be able to blow through the zone and kill the leader without any resistance because every mob cons amiable or dubious.

Also, what is the npc respawn timer measured in? For instance, one mob has a 650 respawn timer. Is it miliseconds, seconds, minutes, hours? Thanks for any help.
