You can edit/create zone using Openzone made by Windcatcher.
You can also use Max or Povray to edit/create maps and then import them into openzone which will create S3D file.
Openzone is buggy, few options, it cannot be compared with Worldcraft but openzone exist, and its better than nothing. You can do a map, you just need a lots patience and coffee :P
