Yeah you will not get all the same quests as on Sony's servers because the code for them is on the servers. If you really want you can spend hundreds of hours going through each and every pointless little quest on their server and all the possible ways of doing each one and then write a quest on your server that does the exact same thing. Then you could upload that code here and a lot of people would like it, but it wouldn't be worth it because you just wasted all your free time for months to do it and the majority of those quests are not worth it. Its much better just to come up with a cool idea and implement it on a server instead of having to go through each quest several times to see if it has multiple ways of finishing it and then think of how to make sure you can copy it exactly. Plus most of the custom quests I've seen on all the servers around here are infinitely better than the ones on live.
