To change start zones:
INSERT INTO variables (varname, value, information, ts) VALUES ('startzone', 'arena', '', NULL);
Change 'arena' to the short name of the zone you want players to start in.
As for PoP zones, if you follow the Jezebell's guide in Tutorial's and howtos, you should have a lot of PoP spawns (certainly potimeb) , and Paludal too (I sourced MW Alpha 1 AND Alpha 2, maybe if you only source alpha 2 those zones won't be populated)
