First off I hope your going to comment out your DB user & password and probably be smart to change it at this point.
Secondly, Your behind a Firewall or Router. Read my post here

Your world.exe error is showing you cannot receive data at this point either Cofruben is correct

or the above issue I mention. Either way its a matter of your network not accepting EMULoginServer reporting data back to your World.exe file as it states here

RecvData(): Connection Timeout is due to none receiving data from LoginServer to your external IP 68.104.62.54:9000 because of routing issues or port 9000 being used or blocked.
