Sounds like a database problem.
If you're trying to host, source ZONECFG.sql, (comes with 5.9 dr1/2 cvs)
also source aa.sql, aa_timers.sql, aa_levels.sql, and altadv_vars.sql (obtainable from the cvs repository on sourceforge)
If you're trying to play...its the host's problem.
