Not sure about snare, but beta fear is currently being implemented by either fathernitwit or wiz. I dont know how much you understand about the fear spells but I'll give a little info. When a mob is feared, it is set to go on a fear path rather than standing still. The paths are just being set up right now so fear should be in game soon.
