How would I talk out of game VIA IRC?

I am wondering how I would go about talking via IRC to my server so I can be out of game and answer tells or send tells.

I recall there used to be some kind of irc script where you could interact with people in-game, via irc.

I think it was some kind of Lucy item bot script, that SOE later blocked somehow by changing item links. Dunno if the chatting aspect of it would still work.
