quests not working?

i just did a fresh install of the everquest server from peq most recent database releases and actully everything is working but theres one issue the quests wont work i made sure to move plugins folder from quests i installed perl 5.10.1 build 1008 and followed all the steps to installing it but none of the quests are working on the server anyone know what the issue might be?
