Timezone Patch

This is the timezone patch for EQEmu current CVS...

Changes:
-Added "timezone" column to zone database. Use "time_update.sql" to upgrade your database.
-Changed how #time works.
-Changed how #date works. It now uses the current time if none is specified. It used to set the time to 12 AM if no time was specified.
-Added a new command: #timezone
