What is the exact output of your zone.exe? If it is making a call to a zone shortname that is spelled wrong, you might get that error. Example: nerakc instead of neriakc, it wouldnt know where to look and think that that zone just didnt exist. Now, granted I am not TERRIBLY experienced at this whole scene, but I am trying to be helpful, and use logic.... Have you tried deleting those zones that dont work and repatching them? They may have gotten corrupt...... Also, is this happening when you JUST try and play, or on your server, or both?
