Error 1045

mysql> GRANT ALL PRIVILEGES ON *.* to '%'@localhost IDENTIFIED BY '%';
ERROR 1045: Access denied for user: '@localhost' (Using password: NO)

I get this error when i type GRANT ALL... any help is nice
