Default 1017 error for everyone but me???/IP forwarding help

Ok got my server up and running on the eqemu server list, but I seem to be the only one able to play on it.

I sent my friend the *.exes and *.dlls for 5.5 so we can play on on of the servers together and it workes fine. But I decided to put my own up and it all goes great including when I log into it... But when anybody else logs into it it gives them a 1017 error. I am behind a router and as far as I know all the filters on it are off.

I also turned off windows XP firewall/ICS because I heared they cause problems but neither worked.

Would really apreciate what you can do to help me out I was hoping to put a dedicated EQ server up but this really makes me mad that I cannot put it up.

=======Hardware/Software Specs=======

Windows XP Pro
Celeron 700
256Mb of RAM
Cable internet w/ router AND switch seperate
EQEmu 5.5DR1
MySQL 4.0.18
MW055_Alpha2.sql Database

[EDIT] Ok I think I found my problem but I am not quite sure how to go about fixing it. I think what it is is I need to forward my IP on my router and I am at the forwarding settings and what I have done is told it for the ports 1~10000 to go to both protocols (TCP and UDP) to go to my IP address my routers DHCP server assigned me. Can someone please verify this? [EDIT]
