Default Questions about custom server...

Firstly, I'm sorry if this is the wrong place to post this... I couldn't find a forum which seemed well suited to this topic and this one (and/or the Linux one) seemed closest. If this should be elsewhere, please let me know and/or move it. Thanks.

OK, here's the deal... I've been toying with the idea of running my own server with some major customizations to internal game mechanics such as the combat system and the spells system and the stats system, etc. and I would like to know what is and is not going to be possible... so following are a number of questions concerning such technicalities.

1) Is it possible to change the starting statistics you are presented with at character creation (i.e. Str, Sta, etc.) or is it hard-coded into the client like the race-class combinations that are available? If it is possible, which source file needs to be changed (I think I saw some information before in one, but that might have been an anti-hacking server-side check only and nothing more)

2) Is it possible to rewrite the formulas used to determine spell effectiveness, and if so, is this in a source file, or in the spells_us.txt file, or both? Also is there a working spell editor program that could make it easier, or someplace where I can find detailed information about the spell structures and such so that I can understand the information contained in the spells_us.txt file?

3) The character creation process currently does not allow you to incerase any single statistic by more than 25 points nor to decrease any beyond their race-class baseline... is this hard-coded to the client, or can it be changed, and if it can be changed, what source file is relevant?

4) Is it possible to implement NEW skills (by skills I mean such as Evocation, Dual Wield, Sense Heading, etc.), and/or to alter current ones, including renaming them (I assume it is possible with enough time and work since these are basically server-handled things, but I could be wrong)

5) Is it theoretically possible to add Skill restrictions (similar to the current level restrictions) to items and spells? For example, could I make it so that in order to wield a particular 2h weapon you have to have a Str of a certain level or higher?

I think that's all for now, though depending on answers I will likely have more questions to ask later. So again, if this is the wrong place to ask such things, please let me know and/or move this post to a more appropriate location so I can know where to put such things in the future.
