Default Loading server configuration failed

Hi guys,
I have been searching the forums for a week and I cannot find anything close to my error. I followed the wiki and the pdf pretty closely.
Which leaves me to believe I left out a step or is using xp for a server part of the problem.

Code:
[07.11. - 16:30:00] Starting Log: logs/eqemu_debug_world_0440.log
[07.11. - 16:30:00] [WORLD__INIT] Loading server configuration..
[07.11. - 16:30:00] [WORLD__INIT_ERR] Loading server configuration failed.
in the eqemu folder "Log".
This happens everytime I start the emu.

I am using:
7.0-992 database
MySql 5.0.37
ActivePerl 5.8.7.813
WinCVS2_1_1
under Windows XP Pro.
