Alternating very slow and fast movement speed in game.

When I log in I get about 20 seconds of normal play then alternate between being snared and having sow. I have tried all of the remedies suggested in the dual core processor thread to no avail. System specs below:

Sony Vaio FZ290
Windows Vista
2.2 ghz intel dual core
Geforce 8400m GT
2gigs ram

I have windows fully patched and the latest drivers installed.
Any suggestions?
