Are you trying to compile the binaries yourself or just set up a server?
If you downloaded the emulator from
http://code.google.com/p/projecteqemu/downloads/list then it will likely use active perl v5.8.9.826 or v5.10.xxx. The version of perl that is required must match the version that was used when the binaries were compiled, that is not optional as far as I know. If you got the compiled binaries from another source then you may have to talk to them about the perl version. Perl x86 is recommended as the x64 version can be a bit more problematic.
If you were compiling the binaries yourself and got that error then it is likely a configuration error. Sometimes it requires addiontional files be made available to the compiler, which can be found here

The compile guide should explain how to use that. I am not even sure that the dev kit is needed anymore but that is a different story.
Given that you are using XP x64 the lack of decent 32-bit emulation could cause problems. That is just something to be mindful of.

Project EQ had an installer package at one time that made initial setup of a server much easier. I don't even know if it can be downloaded anymore but here is their website url:
