Zone Experience Modifier

I am wondering about the strange zone_exp_modifier values in the PEQ zone table. They are too high referring to Allakhazam or other sites listing zone bonus xp. Where do these values come from?

you know you can put any number in there you like?
the zems in Db only reflect zem that were collected at some
given time in the past, and on live they change around quite often, so Alla zems
constantly updated to match live's hot zones events

I don't think they are even sent to the client anymore, so they are just whatever hand edited values that peq has their server tuned for I'd guess.
