Error: 1064 i think.. HELP!

Hi all...

I'm trying to make my own server, but i dont got any idea how mysql works or anything, but when... well look for your self.

well the problem is, what should i write in :

GRANT ALL PRIVILEGES ON *.* to '%'@localhost IDENTIFIED BY '%';
