Default Setting up private server on localhost - server list empty, 0 of 0 expansions

Having problems getting my server to show up in the server list and the server list page says I own 0 of 0 expansions. I intended to refer to the EQ world/zone/loginserver via localhost IP and I only plan for myself to connect to the server locally (no public/external access). I've read through the numerous posts regarding this issue, but couldn't find any matching my situation. I think maybe my eqlaunch zone process is not completing.

I am running EQ Titanium on a system (IP 192.168.182.128 ) behind a wireless router. Router IP is 192.168.1.254 and I have opened up these ports on the router's firewall: TCP 1024-3478, TCP 3480-7000, UDP 1024-3478, UDP: 3480-6000. On a side note, I'm not sure why any communication for the eqemu should be going through the router in my case. Windows Firewall is disabled. I am using EQEmuLogin instead of MiniLogin.
