Default Soulbinders working ?
Using the latest PEQ and Eqemulator from SVN, most quest work but I noticed the soulbinders do not respond to hails. The quest are there for the Soulbinders and they turn toward you but do not respond. Just for diagnostics I copied a working quest and named it after a Soulbinder, reloaded the quest and she responded.

Could there be something wrong with the function soulbinder_say ?

Yes, the soulbinders are working. It sounds like you are missing a plugin. Copy the contents of the emu\quests\plugins directory to the emu\plugins directory and try the soulbinders again.
