Error 1017

I am able to connect to my server if the server and the computer I am playing on are on the same network. But if the server and computer I am playing with are on different networks I get error 1017.

Here is my config file:

Is there any other information needed perhaps from my logs?

Any suggestions on how to fix this? I have searched the forum but can't find a solution. What normally causes this error and how is it normally fixed?

I am going to start my test server for a couple hours. I would appreciate if a few people would try to connect to it and see if they run into the 1017 error. If you try, please reply if you are successful or not. Or if you have any tips on resolving the issue. My test server is Queue.

Would appreciate it if at least one person would try to connect to my server to see if you get the 1017 error. Have had it running for a day now and it looks like no one has tried. I'm not asking you to play on my server, just trying to see if anyone can get to the character creation page. Thanks.
