bash skill ups

just curious about bash working correctly in recent build. I have a 20 cleric on my own server that i hadnt used in awhile. Was playing on peq till it went down. so went back to playing on my server and cleric bash skill was at 25. It does not seem to be gaining any skill ups with latest build. skill is at 25 so at some point in previous build it was working. Anyone else notice this? or have some wisdom on why its not skilling up anymore? usin build 1637
