Default No response to NPC [bracket] words

It's been over 8 years since I last played EQ so this might not be just me not knowing what I'm doing. When I type the bracketed word in it says it, but there is no response from the NPC. I have the NPC highlighted and have already hailed him before I type in the bracketed word.

Could this be an error on the program's part or am I just not doing it right?

Need way more details, what npc, is this your server or somebody else's etc.

This is on the Project 1999 server. This happens with ALL NPCs who have bracketed words. I have tried several different ones and I still get no response from them.

A lot of times, people like to write quests with the word "what" added to the bracketed word. So when it asks you what you [mean], you may try "what I mean" or something similar.
