Running own server?error #10061

Whenever I try to run my ownsever I get error 10061-Here are my files
EQHOST
[Registration Servers]
{
"127.0.0.1:5999"
}
[Login Servers]
{
"127.0.0.1:5999"
}

Db.ini

[Database]
host=localhost
user=****
password=***
database=eq

Loginerver.ini

[LoginServer]
loginServer=127.0.0.1(this is what it says on the front of winmysql-note these parenthese arnt in the file)
worldname=0WN3D
locked=false
worldaddress=
account=***
password=****

It says couldnt connect to the login server,Any idea what to do?
