having trouble accessing local server

my friend set up a local server off his comp, and he can access it perfect through the emu, but when i try to access it gives me an 1017 error stating that theres no connection to that server. what exactly must i do to play off his server locally ex: without it having to be on as a live server. hes set it up perfectly as described in your howto guide, but something must be wrong. also, ive tried changing my eqhost file to match his ip:5999 and still no luck, and hes flagged me as a server op and nothing still.
