I think you will have a very hard time running your own server.
Mainly because you cant read, and to run a server with no experience you need to do a lot of research and follow directions. All you had to do was read to get answeres to your questions.

2) Yes, but it doesn't validate users (SOE encryption algorithm for passwords will not be distributed for obvious reasons). Therefore, the local login server is not supported here. Search for MiniLogin and see what you find - but you're on your own with that.
