Default Plaguebearer Gnome Caster Quests
The quest giver doesn't respond to hails or the loaded wording. He's found in the Necro guild... I believe his name is is "Tilks" something? Sorry I dont have the right name but I just tried completing the robe part last night to no end.

Name is Tilkzog Mournunder and the items are Plague Sorcerer, not Bearer.

Your question is dependent upon which server you are playing on. If you are on P99 the quests are not active since they are from a different era. If you are on a sever that is using the PEQ quest file then it should be active.
