Question Weird Issue

I'm not exactly sure how to word this issue but I have set up my server to be on LAN and everyone can log in fine.

I am on computer A. My friend is on computer B.
We both have ROF2 Clients and mine is 100% working fine... I installed it a few months back and installed his today...

However... his client has an unusable UI and the NPC animations look like they're moving at 500% speed. The only way we could log him in was to hit enter. I had to create his character for him on my client... Very weird. Anyone have this issue? I dont think this is server related but I could be wrong.
Anyone have any idea?

Edit: Perhaps I overlooked a f2p client update on steam that was not applied to computer A due to downloading a few months back?
